What does capitulate mean?
Some of you election gurus who study devolution know exactly what this means.
However, We the People, (you know, that term that Joe Kippley says is misunderstood by us peons?) finally experienced our own capitulation by none other than the hometown favorite, Joe Kippley.
A week ago today, the Minnehaha County Commission discussed a proposed Home Rule Charter that would eliminate the elected positions of Treasurer, Auditor, and Register of Deeds, and replace them with an appointed County Administrator. Of course, it only takes three out of five of the board to control the county operations that way. (If you’re new, see our prior posts and shared substacks on this.)
150 people showed up to let the commission know exactly what they thought of the proposed Home Rule Charter. The overflow room was full and carried over into the training room.
The testimony against the charter was thoughtful, emotional, passionate and moving. Those who testified in support of the charter were former or current government employees or officials. Commissioner Jean Bender mentioned she was blindsided by the proposal and Commissioner Bleyenberg said she couldn’t even answer questions of her constituents because she had no information. Former Commissioner Cindy Heiberger stated it would be unfair to also put three elected department heads out of a job with such short notice after having invested heavily in their own campaigns.

Today, July 23, 2024, Kippley and Karsky had to surrender in hopelessness before the irresistible opposing force of the patriots of Minnehaha County!! They revealed at the end of the meeting that the draft charter would NOT be brought for a vote of the commission on August 6th as previously mentioned.
Auditor Leah Anderson referred to the draft charter as a potential “shared monarchy” as three people would be given the authority to make ALL decisions. Treasurer Kris Swanson also tearfully spoke in defense of her job and her performance which has been true to her campaign promises.
Cindy Meyer called out Joe Kippley for being a fake republican by trolling him with a voter registration form in her hand, saying he should change his party affiliation to democrat, which is more in line with his principles. WATCH BELOW:
Newly elected Commissioner Cole Heisey had this to say:
Joey’s daddy Dan Kippley’s major loss in the June primary commission race and Dean Karsky’s very narrow margin of victory may have had an impact on the decision also. What happened here in Minnehaha County is a fantastic example of the power of an engaged and informed citizenry. This is a WIN to celebrate. An amazing reminder that it’s not over and yes, showing up does indeed make a VERY BIG difference!
We can celebrate this win, but we can’t go home and relax. Stay in the game, remain engaged. This is what the “consent of the governed” means. We all need to let our government representatives know how we want to be governed and then demand they follow the will of the people. If you haven’t engaged by getting to your local meetings yet, you are needed by your fellow citizens!
Just watched the 7/16/24 meeting and was disgusted with the dictatorial attitude of Karsky when telling people to stop clapping or they would be removed! I emailed him about my displeasure towards his attitude!
Great article. This change of heart (insert sarcasm) has zero impact on me and until they listen to SDC after 3.5 years and stop targeting Leah, I don't see that changing. Karsky has lost 4 votes in my house and I am a NEVER KIPPLEY voter now. I plan to bullet vote for Cole. Let' the chips fall where they may. They made their bed.
